This patch represents a bug fix release of WMS 3.1.100-1 (glite-wms_R_3_1_100), corresponding to savannah patch [[https://savannah.cern.ch/patch/?1841][#1841]]

Etics configuration for patch 2562 is *glite-wms_R_3_1_102* (locked), to be built against project configuration *glite_branch_3_1_0_patch2562*

Sometimes the submit command fails with this message:
